your authorization to address a Note to him, suggesting

that the Mexican Government and the China Commercial Compa-

ny should each appoint an independent Doctor to proceed to

Salina Cruz, they having the power to select a third Doctor

in case of disagreement.

The Doctors so selectod

to make a Report on the condition of the rejected immi-

grants, in order to determine whether the rejection has

been justified or not.

Each party would pay its own

expenses, the cost of the third Doctor being defrayed in

equal moieties by the two parties.

This afternoon I saw Leung Ham ving,

the Repre-

sentative of the China Commercial Steamship Company.

He

said that he entirely agreed with the suggestion I had put

forward.

He would willingly pay the expenses of the

independent medical mission to Salina Cruz, and would be

guided by the Report given by the Docters.

I have this day telegraphed to you putting for-

ward the considerations reported in this puspatch.
